Until recently, local utilities generated electricity in their own plants and delivered it to customers on their own transmission grid. Legislatures in several states deregulated the electricity industry, de-coupling the generation from the delivery functions. That electricity is then delivered to the customer over the transmission lines of the local utility, which then bills the customer for both the electricity and delivery.
